Broken Arrow Public Schools’ next bond issue is beginning to take shape. In what could prove be a preview of one of the package’s driving forces, Travis Flake, manager of education solutions for Peak Uptime, a Tulsa-based information technology consulting firm, presented an assessment his firm did of the district’s IT program.
